The Oaks at 14th is a collaboration between HACSA and Sponsors.  It is a 54 unit development, intended to house people with criminal histories who have barriers to finding housing because of that.  After an extensive outreach process to neighbors, adjustments were granted by the planning department, building permits were issued, and construction began in mid-2016.  

An appeal of the decision to grant adjustments zoning code to permit this development was filed by Mary McCollough, a resident in the area, and supported by Kevin Matthews.  This brought the decision to the Land Use Board of Appeals.  The appeal mostly consisted of extremely technical arguments that the Planning Director had not given due consideration to various elements while reviewing adjustment requests.  The Land Use Board of Appeals rejected most of the arguments, but remanded several back to the Eugene Planning Commission for further review--  for example, to provide further review as to if some existing oak trees merely "limit" access to the site through a cul-de-sac, or actually "precludes" that access.

The Planning Commission held a public hearing on February 15th, 2017.  On March 20th, they voted to uphold the Planning Director's decisions.  On May 22nd, 2017, the Oaks at 14th had its grand opening.
